China’s New Policies on DC Charger Installation

 

As electric vehicles (EVs) grow rapidly in China, the government is rolling out several new policies aimed at expanding and upgrading DC fast charging infrastructure. These policies are intended to meet rising demand, improve user experience, and ensure power grid stability.

 

Key Policy Measures

 

1) “100,000 Ultra-Fast Public Stations by 2027” Plan

  • The National Development and Reform Commission (NDRC) has instructed local governments to plan for over 100,000 ultra-fast public charging stations by 2027. These are meant to handle high-voltage EVs (e.g. 800 V platforms) that need fast DC charging able to deliver large power in short time (10-30 minutes).
  • These stations must be publicly accessible—not reserved for specific brands.

 

2) Upgrading Existing Charging Facilities & Prioritizing High Use Areas

  • Slower chargers will need to be upgraded, especially in public charging facilities with lot of usage (e.g. service areas, key public parking, along highways) to high-speed DC chargers, especially those with “single-gun power” over 250 kW.
  • For highways & service areas, local/municipal authorities must consider usage peaks (like holiday travel), with service areas that have more than ~40% usage during those periods prioritized. 

 

3) Grid, Efficiency, and Smart Operation Requirements

  • New Dc Charging Stations are required to have features that help with grid stability: smart chargers, dynamic pricing, integration with solar + energy storage systems.

  • Equipment availability is expected to be high (e.g. ≥ 98% uptime) and better monitoring / fault handling are mandated.

4) Subsidies, Planning & Local Government Roles

  • The central government is pushing for long leases (10-year) for charging station operators to stabilize business models.
  • Local governments / provinces are asked to coordinate planning with private charging infrastructure firms to set clear targets (how many chargers where), particularly for high-power charging stations.

  • There are also pilot programs. One example: “100 counties, 1,000 stations, 10,000 charging piles” project from 2024-2026 to help fill gaps in county- and town-level charging/swapping facilities.

5) Focus on Quality, Safety & Standards

  • The policies emphasize “high quality, high safety, high efficiency” for the charging infrastructure. Compliance with standards, reliability, availability, etc. are part of the requirements.

  • Older low-power or outdated chargers are being slated for replacement. In Zhejiang province, for example, there is a plan to replace many low-power charging piles by 2027.

6) County / Rural Area Support

  • There are specific measures and subsidies to support installing and increasing the density of public DC (and other) chargers in less urban areas at the county level. For example, counties are encouraged to double the density of public chargers per capita.



Implications & Challenges

 

  • Faster Charging for 800 V+ Vehicles: As more EV models support higher voltages, these ultra-fast DC stations become necessary to make full use of the vehicle’s charging potential.

  • Capital & Grid Upgrades Needed: High‐power DC chargers draw significant electricity. The grid infrastructure in many places (especially in rural or less developed areas) will need upgrades.

  • Business Viability: Installing and operating Dc Fast Chargers is expensive. The new policies (subsidies, longer leases, high uptime requirements) help, but costs remain substantial.

  • User Convenience & Access: Public access, high reliability, avoiding “charger deserts,” and ensuring chargers are located where demand is high (along highways, in residential areas, etc.) are key policy goals.
